You can't turn it off, but you can turn down the pressure it puts out via a variable boost controller. You can only turn it down to the whatever spring you have in your wastegate. The boost controller will control the pressure above the setting of the wastegate spring. Example, if your wastegate has a 3psi spring the lowest pressure you can put out is 3 psi, using the boost controller you can increase the boost as much as you want within the limits of the engine, however to use this type of controller to change boost on the fly you need a speed density fuel management system such as FAST. With the stock computer if you have it programmed for 10 psi, then back off the boost to say 3psi, yes it will run really rich. To compensate for this you would have to have a different program for the stock PCM for each level of boost you want to control. Its kinda a PITA, but it is possible. You could have 1 program for street use at a lower boost level, then have one for the track at a higher boost level.
