pulley on paxton hard to spin??

i am installing a used paxton sn2000 SC kit that i bought off a friend, it has been sitting for a few months with no oil in it and the pulley is hard to spint by hand, it can be done but i feel it should spin freely, any ideas on this guys?? i have it filled with the correct fluid now. i spun it with a wrench on the end a little bit and it spins a little easier now but does not freely spin as an alternator would, should it be like this? if not what can i do to fix it?

i just got a paxton charger installed a few days ago......before it was put it i tried spinnin the fins on it also and it was hard to spin and it was oiled up just fine...pretty sure it is supposed to be hard to spin because that is prolly what lets it have so much internal air pushing power......I GOT A QUESTION FOR YOU THOUGH.....i didnt upgrade any internals because i didnt have to with the kit i got....but my car is shifting late (automatic) normally it will downshift by itself at about 2k RPM under regular driving, but now it is shifting at about 2500 RPM and when it hits between 4500 and 5k RPM it backfires and seems as if itz hittin the rev limit and i believe it is doing this because the car is not downshifting when it is supposed to ......do u kno why? have u heard that maybe i am supposed to recalibrate my computer or get a new one er sumtin? hit me back if i have any idea at all
