Is a D1SC capable of making 700 rwhp.

Be aware that the higher step up will also result in higher parasitic loss, and a greater likelyhood of belt slippage. Just something else to consider. Cog setup might be in order, but they tend to wear the belts out faster and put more strain on the crank snout. Everything is a trade-off.

That is incorrect. The higher step-up allows you to run a larger blower pulley (which means more belt-to-pulley contact) and get the same or higher impeller speeds.

Also, on a weekend cruiser a cog belt really doesn't have any drawbacks. I know of someone that has a cog drive F2 on his BBC 70 Camaro that makes 800+ hp. He drives it at least 2 times a week in the summer and has had the same belt on it for over 2 years. I wouldn't suggest running one on a daily driver, but again, some people do it.
