Can you use a wastegate as a BOV???

Is a BOV open during cruising?

From what I've read, a BOV will open up when there is vacuum in the manifold. So does this mean that when you are cruising down the highway the BOV is open equalizing the pressure across the compressor.

Does this mean that you have to be at WOT(zero vacuum or close to it) to make it shut?
