Its going to be built to handle about 10 PSI.....
Heres what I'm thinking (all opinions, criticism, and comments are welcome)

Aiming for around 8.5 :1 compression
Who makes the best ones for around $400???
6" I Beam rods
Who makes the best ones for around $400???
Crank??? Any suggestions on a budget crank???
What type of rings should I get for the pistons???
Who makes the most reliable bearings????
Who makes the most reliable rod bolts????
Who makes the best 4 bolt main conversions???
I'd have the set-up professionally balanced locally...
Also, Does anyone know of any good factual websites for building a SBC for that will see boost?????

It seems you are on a tight budget, so you should question your decision to go "blower". Besides the blower, shortblock and any heads and cam upgrades you plan to make, you have to consider that you are going to need fuel system upgrades and tuning to get it to work. After all that, it can still blow up, for sure.
Anyway, the cheap blower pistons to consider are the TRW and Wiseco. I vs. H-beam rods are a non-issue, don't fiaxate on that. I am unfamilair with rods in the $400 price range. Lots of people like the Eagle H-beam for ~$500 though. I prefer a short rod for a blower application. They are a little less prone to detonation than a long rod setup and peak cylinder pressures are a little lower.
Some savvy folks prefer straight 4-bolt caps to splayed. There are a number of good brands including GM, Callies, Lunati, etc. ARP makes good fasteners and they are widely available. There are lots of ring choices depending on what you have in mind. I buy JE pistons and have them supply their "nitrous series" rings. Works well for me. Clevite and King are the bearings I use.
You should work with your engine builder on choice of parts, not just drop off a pile of stuff you have selected. Frankly, it's better to pay a bit more and have him order the parts. That way, if something breaks or doesn't fit it's his responsibility. I see you are in Ohio. Maybe you should talk to Nu-Tek?
