basically air should be coming out of it at idle and under boost it closes and seals the system.

Also check ALL hose clamps for tightness, crank down on them till they start to break.

To check for boost, find some space, like the interstate, and put it in third at 45-55mph and roll into the gas, boost should start at 3000-3500 with 2-3lbs and go from there. If the tires are spinning there wont be any boost.

Just to be clear, at idle you should be running a vacuum, 15 - 17", not 10 lbs (lbs is a measure of pressure as in psi). If you meant 10" of vacuum, that's very low and shows you either have a leak in your intake system or your running a very large cam.

The cam I have is a comp cam from combination motorsports. It is a 227/239 duration with a 114 LSA. The lift is somewhere between .560 and .570. One thing I noticed is that is takes a minute for the vacuum to go to 10. I'm going to look if there is a kink in the plastic line. Thanks Lee
