I've always thought the primary routing on those headers appeared identical to Kooks. They almost appear to be identical in general. They are also 321 Stainless, which is an upgrade in material compared to what Kooks offers. I'm not sure how they will stack up quality wise with Kooks, but I highly doubt they're going to completely suck butt. The LPP guy did mention that he had to remove some steering linkage to get them in, which wasn't necessary for my Kooks. But, mine aren't stepped.
There are dealers that offer pretty good sale prices on Kooks. I know you can get their 1 3/4" with y-pipe for considerably less than 1300.00. I paid quite a bit less than that, and mine are coated. I would think Kooks will have to adjust their pricing, but who knows.
If this guy advertises properly, Pacesetter should never sell another set of LT1 headers.

I bought a set, was on the reserve list, so in a couple weeks we'll see how they are.
