So I have a 93 Z28 Camaro pretty much stock and I was on the highway last night and It was raining really hard....ne ways so i got off the high way and i noticed my exhaust sounded really loud
and i noticed it wasn't coming from the back of the car so i got out of the car and heard it was coming from my cat...so this morning I started up my car and it usually makes the usual white cold engine exhaust come out the tailpipes well a ton of it was coming out the cat!!! So my question is can i cut my cat off and weld a pipe in its place???

yes, but only if you dont plan on getting checked for emissions, and only if you dont have any sensors in or after it, in the old days that was a common mod to boost about 10-20 horses but..... it is now illegal, since that is an emissions controlled vehicle, but if there arent any sensors that need it, then it's free horsepower and gas mileage
Since you have OBD I and only 2 o2 sensors you should be fine. With your stock manifolds your exhaust note will be a little louder & "cackle more" however.
Also, how concerned is Michigan with emissions standards? Kansas doesn't have any so that is why my cat is gone.

There will be very little, if any, power gains involved in removing the catalytic converter. If you don't have emissions regulations, then you should be safe to chop it off and you won't set an SES light.
I don't know why people say there is little gain. I have a bolt in Magnaflow cat and everytime I race my cousin in his Lightning with it out and the straight pipe in, I consistantly have him by 2 cars, but with the cat in, he would get me by 1 car.
I don't know if it is just a fluke, but I would honestly like to see some real dyno results before I believe that you won't gain anything with no cats.

The catalytic converters now are much more efficient then what were used years ago. This results in much less of a horsepower loss so when you chop the cat(s) out, there will be a small gain. Are you sure that the cat you are putting in isn't clogged? That would be my best guess of why there is such a variance in your runs with your cousin's Lightning.
I'm not sure what the deal really is. I was going to just keep it on, but after my cousin would beat me as bad as he did, I opted to keep it out.
I bought the cat about a year ago and I only use it to get inspected. The honeycomb is still pretty yellow and you can see straight through it.

I probably wouldn't measure your cars performance and how well certain mods respond by matching it up against another vehicle, there are just too many variables involved.
