You're in a non-emissions county so you don't need to worry about visual/sniffer checks. Furthermore, I don't see many Texas counties going to full inspection anytime soon.... many of which have more tractors than cars/trucks.
Personally, I'd run cats either way.

If you have room for a shielded cat, go for it.
