Funny little whistling-like sound from tailpipes
Could this be a clogged cat or just some funny dynamics in the system? Exhaust is completely stock, car has 114k miles.
If you listen, it has a sortof silly slight whistly-type sound to it. Sounds normal otherwise.

To answer the question. you probably have an obstruction somewhere within the exaust... I would guess muffller on back.. not sure if part of the cat came apart if it would amke a nise like that. ussually you heard the marbles in a can sound coming fromt he cat if the catalyst comes apart
on a side note*
I would have to put the car owners face up to the tip and rev thier own motoer in thier face.. for 12 hours straight....). Thats rediculas.. and inside the muffler.. stupid News reporters.. thats an exaust tip..... either way apparently oakland does not have any noise ordinaces to speak of...
But then maybe people will get off the backs of the cars who have a good performance exaust that just happens to be a little loud.. at least it is not constant and can be somewhat controlled with the amount of throttle given the car...
