I have seen the gains go anywhere from 2-10 at the wheels.

Never compared on a dyno, but I do know it makes 2/10 difference in the quarter mile.

My Dad's '73 Camaro picked up 18 RWHP! Also, picked up a few mph in the 1/4 mile .

That just means his exhaust system sucks

The amount gained from cutouts is relative to how restrictive the exhaust system is.

Beautiful thing about the cutout, you can cap it off if you don't want the extra noise.

Gains are engine/exhaust dependent. I picked up 15 rwhp with back to back runs on the dyno with only opening up my cut out.

I haven't seen a dyno of a stock car with the cutout open and then closed, but I've seen sheets on fairly modded cars with that scenario... It really depends on what else is done to the car. You'll see a much bigger difference on a heads/cam/headers car than you will on a stocker... On heads/cam cars I've seen as much as a 30hp difference. Of course the exhaust behind the cutout was pretty restrictive too. On a stock car, I'd expect 7-12 or maybe 15 if you're lucky, but that's better than any cat-back you're going to find.

Was that with the blower on your car?

3 1/2" cut-out made a real differance with 383 - D1 Lt1. Could not flow/rev without it. The electric feature helps when you want it quiet.
