Can a chip help a car fail smog?

Can a chip help a car fail smog?

I have a fixer upper 99 3.8...failed smog

Passed on everything but Hydrocarbons (HC's) and it was not that far off.

It has a jet chip in it, i am just looking for possiblities

GOing to seafoam it all, and such.

Wouldn't have thought the chip would cause you to fail emisions.
Changing the plugs and O2's would probably fix things.

I forgot, has new plugs, wires, pcv, and fuel filter as well as fresh oil change.

I think the 3rd 02 sensor behind the cat may be worth replacing. I just am trying to do this on the cheap, but of course failing smog is 50 bones at a time.

Maybe the catalytic converter is on it's way out.....
