Lots of options out there. Are you looking for shorties, mids, or long tubes? If you are in the long tube market, I would say Kooks and QTP are top notch in terms of quality.

If you want unmatched ground clearance: Shorties.. Slightly better performance w/ MAYBE a ground clearance issue: LT's... -Pacesetter, Kooks, Jethot, Flowtech, forgive me if I forgot one or two.. All good performing good clearance LT headers. http://www.texasspeed.com has a cheap Pacesetter LT and Y pipe combo. Like $700. Cats or not, your choice. Do you have emissions requirements?

The Pacesetters and Jet-Hot long tubes will offer very good ground clearance with their slip-fit design. The mids though are still a good option if you are looking for maximum ground clearance and the gains will still be pretty close to the long tubes.
