trouble bleeding!

I dont know what the problem is and this is the first time that i have had a problem bleeding the slave cyl for the cluth. It is a brand new slave cyl and i went to bleed it according to the book. "crack open the slave and fill the resvoir. once a steady stream of fluid comes out of the slave then close the slave. press down on the pedal and hold. open the slave. let out the air and close." i have done this repeatidly. i get like .4 inches of movement which is not enough to engage the press plate. please let me know where i am messing this up at. thanks.

oh yeah, in the box that the new slave came in the instructions said not to remove the plastic cable that was holding the ram rod in to place. am i suppose to leave that there. it just doesnt look like it could get any movement with it in place. call me stupid. its all good.

thanks for all responses.
