Transmission slipping?

I took my car out and romped on it a little bit, because i just got done installing headers, and so far under normal driving conditions it does fine. However, when im on the highway and going about 55, then stomp it, it will downshift but then it acts like it is slipping or its confused about which gear to be in, because it downshifts, then just revs the engine up but doesnt pull, then grabs again, then slips again, over and over. It still gains speed quickly, but it sounds like its hitting the rev limiter, even though the tach says its only at like 5k rpm. I can hear it rev up, then down the rev up again, but the tach never shows it reving down it just stays still then revs up until it shifts gears. Could this be the torque converter, the transmission or something else
