Torque converter problems

When my 94 camaro is placed in drive or reverse, there is a scratching/rubbing sound coming from the torque converter area. No sound when in neutral. The engine surges at stoplights sometimes and it feels like the TC is not unlocking at times when slowing down from cruising speed. Is it possible the sound is the torque converter not completely unlocking and the TCC is dragging?
