Powerglide, no 1st gear..

Powerglide, no 1st gear..
Wierd situation with a buddy's powerglide.
He has Park, Reverse, Neutral and 2nd gear, no 1st gear. When he clicks into 1st gear, it just stays in 2nd. We checked the linkage and fluid levels, pulled the pan and everything looks fine.
Any ideas? It's such a simple tranny, there's not much that can really break..
