Question New 4l60e and 2100 stall converter-- same problems as before

Ok guys looking for some help and advice, I have a94 formula ram air lots of little bolt ons no emissions ... That about covers the basics of the car. My primary problem was that when accelerating lightly the car would go up to 2800 rpms and sit there meanwhile my speed would go from 35 to 70 all the while rpms never varied except a slight fluctuation at shift points. I was led to believe by a local shop that I had a glazed band and the trans needed a rebuild. I should also mention that If you drive it like you stole it it will never slip and rpms and speed are directly related to each other on the tach and speedo. I bought a newly rebuilt trans with a monster in a box rebuild kit in it. We pulled the trans from his car with roughly 10 k on the clock. It drove out flawlessly in his car. I installed it today along with a gm18ahp torque converter 2100-2400 stall brand new as well as a 4l60e-hd2 trans reprograming kit with the larger boost valve ( same kit as my old transmission) Filled with dex 6 and went for a drive and it still hast the exact same problem.... It drives like a cvt rpms to 2800 speed slowly increases unroll the tw conc locks then all is normal please guys some ideas new trans and converter and still have the same problems
