hitting rev limiter in 2-3rd with stall no tune yet

hitting rev limiter in 2-3rd with stall no tune yet
Is it normal for that to happen? I don't notice it happening from 1st to 2nd, only 2-3rd. Is this normal? Stall is a Vigilante 3000 lockup.
