Question Clutch peddle position question

1997 Z-28. The clutch peddle disengages after you press it about 1 inch. Real close to the top. I know it is an hydraulic clutch and can not be adjusted. I have asked this question localy and the answers are about evenly split. What do you all say.
The clutch pedal engaging so close to the top of the travel means

1. New clutch and the engagement point will travel further down as the clutch wears.

2. Old clutch about worn out and the engagement point will only move further up.

3. Nothing, It is an hydraulic clutch and you can tell nothing about it from the position of the engagement point.

What do you think 1, 2, or 3????????

I have a brand new clutch in my car and it doesn't start to engage until I get towards the top either.
