Burnt/Blown tranny?

My tranny will not shift before 4400 or sometimes 5000 rpm from 1st to 2nd and so on, I dunno why. It'll just rev as if the "clutch" is applied and sometimes takes awhile before it will move.
I'm gonna try flushing it and go from there but I've had a mechanic look at it and says the Detent? cable looks good from looking but unsure if its broke inside the tranny itself. Another theory was the govenor is stuck/sticking/moved from when my speedo cable broke and it shoved or did something to it.
One guy said I should remove the "cup" with the "O" ring on the pass. side of the tranny and see if anything is outta wack or broke. One mechanic also told me all looks good under neath and everything was in order and my tranny won't burn up from driving it like this but not sure.
HELP PLEASE, I don't wanna drive it like this since when it shifts finally, it smokes the tires and no cival driving can be done.
