Axle gurus, need advice

Axle gurus, need advice on my posi unit

My axle seems to have lost posi. 10 bolt
Anyways popped the cover and i messed with it a little bit. It looks to me like everything is ok, but there is a part with two "keys" that must pop out when the ring spins one side only that then catches a lock type thing and then spins both axles shafts. Anyways, it will lock up, but then if i hold one wheel, it will be tough to spin, but with enough force i can by hand spin only one shaft. The little hub the key type things mount to just spins, the key is still locked up, but the shaft just spins from the hub. I dunno if i make any sense, but is this supposed to spin? It is a rebuild unit with only maybe 1000 miles on it
