Auto Tranny

I have 94 firebird formula with a 4l60E tranny everything shifts normally until i get into it. ive seen 7000 rpm should be shifting automatically at 5800 or so but it does not. the car was in a fire 2 years ago i have put it all back together. It is the same computer that was in it before which worked fine and other than the shifting seems to be fine. could this be a wiring issue or tuning of the computer?

It could be either or both. Do you have a way of monitoring the OBDI data, such as DataMaster?
Do you have a way of reading the tune from the PCM? Both pieces are important in dissecting the issue(s).
