Air bubbles in atf

hey guys, I have a 93 camaro z28 with a 4L60 trans not to be confused with the 4L60E trans, but I have air bubbles on the dipstick, and very soft shifting, what could be causing this, thanks for the help in advance

I would say the level is wrong.

How high on the dipstick is it reading? The foam will make it read higher but usually they foam when they are overfull to begin with. The foaming will cause the bad shift.

its at the hot mark on the dipstick, the shifts are very soft almost like there is no line pressure.
