700R4 will not go into overdrive... what to look for?

Title pretty much says it all. Ideas? What do I check? (87 Z28, BTW) Otherwise (1,2 and 3) it runs fine.

4th gear (O/D) is accomplished by the 4th servo applying the 2-4 band. It could be a servo issue, but I'd suspect a control problem. TV cable adjustment will affect 4th gear operation. A stuck tv valve will also cause a no 4th symptom. A stuck valve will also affect other areas, though. In a normal cruising RPM, a 700 should shift 1-2 @ 15-20 MPH...2-3 @ 35-38 MPH. Too much tv (later shifts) will cause a no 4th symptom, also.
Check this one out. Do you have kickdown? Get it up to around 50-55 MPH, and mash the gas. Does it downshift? If not, you're probably looking at the tv valve being stuck.
Is this a fresh install, or did this just occur?

The car has been in storage for 3.5 years or so. There was a wiring fire, where the 12 volt main going to the starter arced out against the dipstick tube. But the wiring has been replaced.
