4th gear downshift problem

When downshifting out of 4th gear in my 95 z28 a4 my trans slips and the rpms jump. Havent held it to se if it catchesd for fear of doing major damage. All up shifts are fine and the only problem downshifting is under WOT. Cars ha header back exhaust CAI, and the trans was built by CPT about 5 years back. Car has since sat for about 3 years with only about 20 miles or so put on it a year, but is now daily drivn again. Could this simply be a tuning problem? or does it sound mechanical?

not sure what converter was used, all i remeber was that it was a 2700 stall. Got on it a little last night going about 55mph and hit the throttle to where it shoulda downshifted. RPMs flew up to redline again and I backed off.
