Angry 4l60 problem still present

Ok im back and quite unhappy about it as you may imagine. I took the valve body off and cleaned it thouroughly with brake cleaner. The valves all seemed to be moving freely. the problem with the car however after i put the trans back together is slightly worse it will not upshift into 2nd untill around 3500 rpm and will not shift into 3rd until around 3000 it also still does not shift into fourth gear. the trans will also not shift down upon wot and will not shift down upon slowing down either (if i stop it will stay in the gear that it was in originaly whether it be 3rd or 2nd) i was thinking that my valve body may be warped not allowing proper movement upon retightening, or possibly the governer i did not have a chance to check the governer. please tell me if you have any ideas of what the problem might be, thanks

I'd look more toward a cable being out of adjustment, unhooked, or bad.

I would concur on the TV cable and would certainly check the govenor actually would have done that first, Since it would be indicated if your starting in a higher gear when at a stop ,
