I am not completely familiar with Vipers, as they aren't my cup of tea. But there are a few different models. The early ones had quite a bit less hp than the later models.
Anyway, are you asking how fast does a car need to be to beat a Viper or what mods are needed, or what? A short answer is: a good heads/cam/exhaust package outght to make you competitive with a stock current Viper. If you have an automatic, you will need a converter as well. Gears would help an M6. You will need to hook up, so drag radials or race tires would also be a big help. Vipers have huge tires and better traction than an F-body with stock rubber.
Or, you could install a 150hp nitrous kit and leave it at that!

With boltons and a 100shot of nitrous my buddy runs high 11s. If he'd go and get a converter he'd be in the mid 11s. That's enough to waste most viper owners .

Depending on the year, but any stock Viper GTS from '96 on is capable of mid 11s or faster on slicks. They usually trap 118-120 bone stock (I've seen higher than 120 for a completey stock Viper). And, the new SRT Vipers, well, they trappin 124ish. Go here:

And keep in mind, that 11.7 is on street tires. New Vipers are capable of hitting 10s with slicks..
So, you would need a decent H/C package to take a 1996-2002 Stock Viper running on slicks. If he was on street tire and you were on slicks, well, you could probably hold him off in the 1/4 due to traction w/ a cam only LS1. Just don't go any longer cause he'll catch ya. Good luck beating a stock SRT10 that is running on Slicks. They're fast. You'd probably need a big head/cam combo to take an SRT10 Viper, or a Cammed LS1 w/ a 125 shot .

A Henessay Viper or a buddy of mine has a brand new ProMod Viper that has just been finished. He is also running a really small disp. Schmidt 632ci BBC Nitrous engine.

From what I have historically seen, you need a car capable of 11's and you need to know how to drive. The vast majority of Vipers (not all), have drivers that are not drag racers, they just like to go once in awhile. If you can drive you can probably pick up a few tenths on the tree.
