28" tall tires

can you run 28" tall tires on a 15x8 rim? Or do I need to run 15x10s?
Or does it depend on the dimensions of the tire?

the 28x9 et drag and the 28x10.5 et street will fit. any bigger and you need a 10"

28X11.5X15 ET Street is the limit I think and that's what I have on my car right now. Car fitment needed some hammer work but only because it's lowered.
