A much cheaper solution would be to buy a AKM cable or any other OBD1 interface cable (a google search will let you find the others) and use a laptop. The OBD1 cable will only cost about $50 if you don't get a molded cable and you can get a cheap laptop off Ebay that would let you use Freescan for around $100-$150. If you already have a laptop, then you'll save even more.
If you want to know for sure, call Actron directly. 95 F bodies are still rather unique with the OBDII connector and OBDI protocol. Actron had a problem with 95 F bodies with a previous scanner they offered. They eventually offered an updated cartridge that supported them.
