Lets say i get my car scanned and it throws codes , is there anyway if the ecm is damaged throw false codes, or a damaged wire harness throw false codes

Well it certainly could. Try pulling out the pcm with the harness while its running and move it around to see if codes start popping up then. Also, low voltage to it would cause them as well.

Yep, like he said, low voltage/bad ground could also cause this, but I've also seen many PCMs that were throwing a bunch of codes when they died.
