What is OBDI LT1 edit locked to?

Is OBDI edit locked to the pcm, vin, cable, etc. Im trying to figure out which way I should go if I decide to do an OBDII to OBDI swap. I know OBDII is locked to a cable and no ones can use it unless you add a vin.

For example if I buy my own cable can I use my friends OBDI program?

OBD I LT1 Edit is locked to the PCM Vin and yes you can get for $50 or so, use for another vin.

This and more reasons, are why I use Tunercat.
