ecm and 7000 rpm ?

can a stock ecm and optispark take shifting at 7000 or 7300 rpms i am asking because i am designing a motor and the cam i want that is also matched to my heads and the guy who built the same motor as me said that his spun it to 7300 rpm while he raced it but he had a carb version though

or do i need a DFI unit and which is the best? i also would like one that is not too expensive but can you name all that are good

I've heard rumor of people getting 7200 RPM but never anything solid, the tables end at 7000 RPM and I never tried for any more with logging to see what the possibilities were.
