Is tuning for 96/97 years really kept in different cells?

Post Is tuning for 96/97 years really kept in different cells?

I know for a fact 94/95 obd1 are not kept in different cells. But does any lt1-edit guy know this about obd2? Asking to see if an obd2 hpp+ unit can actually performance tune either 96 or 97 years (only the tuning portion is in question, the rest does work).
