Free scan can adjust idle speed, at least while it is connected. I am not sure if it writes new idle speed to ECU or not.
Try it and you will know and you can't beat the price.

i believe the def files are 20 bux each...
and you can change a HUGE number of things once you have the files...
the site will list all the different things you can edit/change... its quite a long list, and you need to be fairly knowledgable in regards to what your doing or you could mess things up pretty quick
But there are a number of sites with info to help guide/inform ppl on what all the different aspects of tuning are/do...
TONS of reading and learning available if you poke around and don't mind spending the time
and you can change a HUGE number of things once you have the files...
