Timing 96 Lt1 OBDII

Stupid Question but I got to know about timing, I remember when I had a 327 that I set the timing to 8 when idling then had the full advanced by 3500 rpm. On this LT1 timing is all over the place, why can't you put the timing across the board at 34 in main spark advance, then advance to 38 above 3500rpm, instead on having the timing jump around everywhere. pin the timing to 38 or so above the 3500rpm and let it stay there, why must the timing jump around so. just trying to figure out why the timing jumps around.
