Self tuneing software.

What monitoring/self tuneing software is available for my 96 OBD-II LT1. I would like something that i can hook up to my labtop and monitor while im driveing, read trouble codes and sensors, and also i would like to maybe tune the PCM if i need to. I know there is LT1 Edit but i dont want to spend that much, and I know there is Tunercat, but even that is like $200. So is there anything else out there?
