Question about the basics
I have a 95 LT1 and it doesnt have much performance wise done to it. I want to get a programmer or tuner for it but dont really know what I'm looking for. I noticed a few Jet performance chips and hypertech had a programmer. Not really sure what I should get. Any suggestions?
Neither of those. Their overpriced and you won't gain much at all. Honestly.
If you just want the computer programmed with a performance tune - send it to PCMforLess or MadZ28.
If you want to learn how to tune your car, start reading the forums. It will cost you more up front. But in the long run, you save money if you plan on doing heads, cams, stroker, nitrous, supercharger, etc.
The two most popular programs are LT1 Edit and TunerCAT. Both of which need the ALDL cable to connect from Serial Port on a laptop (or USB - but Serial seem to fry less PCM's from what I have researched
) to the Diagnostic port under the dash on your car.
Two most popular programs for datalogging real time data from all of your sensors (so you know WHAT to change in TunerCAT or LT1 Edit) are FreeScan or Datamaster.

I agree w/Hardcore , my first investment years ago was a chip, actually a piggyback module attached to the PCM. It did make a small difference to a stock setup, but I out grew it after it was unable to do anything for fan and gear changes, sold it after 6 months on e-bay for $50.00 . If you have a laptop invest in a cable and Tunercat and then start off with a mail order to get you at a good starting point. If you then decide to get into self tuning be prepared for quite a lot of reading. I would also add Solomon's services to the two listed above when you research mail order tunes.
