What is the best way to get programming into my car?

So far, from reading the forum, I can see that I need a cable.

But beyond that, what is required? If I were to say, get the unlimited email tuning from madwolf, would I still need to buy tunercat to load it into my car?

As for a laptop, meh, I have a 100ft extension cord, and I plan to put a computer in my car anyways. Any help is very appreciated
