PCM Tuning 95 Z28

I've searched in the forums.
Visited many sites.
I am now more confused then ever.
(Even after Shoebox and Inguneer primers)

I want the ability to change PCM parameters in my 95 Z28 Vert.
I assume if I am able to change, I'll also be able to read and interpret the parameters and troublecodes. (This is scanning?)
I know my options are limited..... 1995 OBDI with OBDII interface.

What are you using and what are you able to do with it.

I like to DIY and I certainly enjoy saving money.
But I'll part with the duckets if it makes sense...

Many Thnaks
Marc
