PCM programming to show system monitors as "ready"?

I am trying to get my 383 LT1 with long tube headers and no cats to pass inspection. With OBD II, I need 3 out of these 5 systems to show as "ready" without any codes:

Catalyst monitoring
Egr system monitoring
O2 sensor heater monitoring
O2 sensor monitoring
Secondary air system monitoring

My EGR lines are unplugged, and I have no air pump.

Is it possible for a pcm programmer to force the PCM to show a ready status for any of these systems while ignoring missing equipment and not tripping trouble codes? I don't think it is, based on my discussions with one tuner, but I have read differently on this board.

I would alternatively consider making simulator circuits for some of these systems, but I'm thinking that could be too complicated.

Any help is appreciated.

From what i understand its hard coded into the PCM to prevent this kind of scenario. Simulator circuits would be the easiest to fake it.

Also from what i can remember it was only one part of the test, the other is actual emissions.

That's what I thought, but I wondered whether one of the tuning programs with which I am not familiar provides this capability. Sure would come in handy.

I don't have to worry about an actual emissions test. It's still all PCM based here in Texas.
