OBDII vs OBDI in a OBDII car good or bad

OK so I got a PCM that is out of a 97 Camaro A4 just like the bird..so my questions are:

1. Why go OBDI?

2. What exactly does ODBI disable / enable?

3. Are there any lond term effects form components being disable?

4. Will I be able to put the OBDII PCM back in and pass smog?

5. What performance gains can I expect?

6. Better or worse fuel mileage?

Any other thoughts or ideas gladly accepted.
