OBDII LT1 PCM's and emissions... I need an authoritative answer on this

I have a heads/cam/LT car with your average bolt-ons. AIR and EGR have been deleted. I am running O2 simms. I took the car to Speed Inc a year ago and received the full $450 dyno tune.

The car won't pass Chicago emissions, and throws a P0400 code due to the EGR being blocked off.

I started a monstrous thread over at the MFBA detailing different options to get around this.
  1. Indiana registration (just avoid emissions testing entirely)
  2. Show car insurance (can't drive the car to work, limited mileage)
  3. PCM tuning (some say you CAN delete codes like LS1 PCM's, but I haven't seen proof)
  4. Throw stock exhaust and emissions parts back on for a day just to get it to pass

From my searches I've pretty much concluded that emissions devices have to be in place in order for an LT1 car to pass an OBDII scan test.

Indiana registration is probably your best bet .....
