No Check engine light.. EVER!

alright so usually when KOEO the MIL should be lit correct? the MIL never turns on no matter what i do. i checked the bulb and it didnt seem to be burnt out but i replaced it anyways. i tried hooking 2 different scanners up to it ( ethos scan tool, and innova scan tool) and neither one of them respond to it.. The cigarette lighter fuse is good also.. dont notice any weird wiring anywhere messed with but i assume that their are some messed up somewhere because the previous owner had no cats so im sure he cut a wire or something to get rid of the MIL...

car needs smog this year and i would like it to pass legally for once

Any ideas??

The SES light should turn on only for a few seconds when you first turn the key to "on", then turn off. It does not stay on with KOEO.

You need to check the circuit from pin D9 on the PCM, to the SES light. Its a brown/white wire, and passes through connector C230. There is also a fuse in the circuit. Shoebox's 95 diagram shows it is #9 in the box at the end of the dash. But there may be variations from year to year.

just did the all testing

everything i tested was getting power. d9,d20,and d30 on the pcm were in spec with the flow charts. and using 2 different charts one of testing "mil" and one for testing "output/field service enable circuit"..

all of them are leading to a faulty pcm connection or faulty pcm...

the connections are good so am i supposed to assume the pcm is bad??

Did you measure the resistance between the end of the wire in the D9 connector cavity and a ground, to check for circuit continuity?
