Need help-Car won't go closed loop

Two things that will keep a car from going CL would be if you unpluged either the carcoal canister pruge silonid or the egr controil silonid.
The other thing that would do this is if you never get above 150 degrees F or if some one programed this setpoint to the max value your going to stay open loop.
