min spark advance v.s rpm(tunercat)

what exactly does this table do? is it the min the ecm can adv timing? if it is when and what rpm does this start?

From: so close I can taste it...
The way it sounds it is the minimum amount of spark advance you can have.
The ecm can pull timing out for different reasons, so maybe this is the minimum amount of timing that the ecm must maintain even when it is pulling timing out for different reasons?
Anyone else?
