Injector pulse width is a calculated value. It is limited (practically) by the RPM of the engine. In effect, if you had the injectors locked open all the time, the maximum pulse width would be the time it takes the engine to make two crank revolutions. 20mS at 6,000rpm. 24mS at 5,000rpm, etc. It is generally recommended that the max pulse width be limited to 80-85% of the time available (= 80-85% duty cycle). Appears the PCM will calculate pulse widths in excess of the time available, and will attempt to exceed 100% duty cycle, which is impossible.

The max air flow from the stock MAF sensor is 471.6 grams/second. That would be 62.5#/minute, or roughly 860cfm at typical intake conditions. This air flow would (roughly) support a 396ci engine, at 7,500rpm, and 100%VE.
