My scanner shows that learn mode is disabled. The previous owner tuned the car with LT1 edit and i am now using TC. Is that something he has turned off? If so, why would he? and where can i turn it back on at? If not something he did, why is it disabled?

Learn mode would be off if they tuned the PCM so that engine runs in PE mode with very little throttle used.
Or he forced PCM to stay in a cold open loop condition.
