The way I read the writeup, that is a complete package, including a variety of software, probably most of it freeware.

OBD-II Software for ELM327 USB is a free program that allows you to use your PC and a hardware interface to get the information from your car's computer.

The program is very user-friendly, and easy to learn. It is also very easy to install: simply extract the files into a folder on your computer's hard drive, and you're ready to go. To uninstall the program, simply delete the entire contents of the folder where the program resides.

The software supports two platforms - DOS and Windows.

Features:
The program lets you perform the following operations:

Read diagnostic trouble codes, both generic and manufacturer-specific, and display their meaning (over 3000 generic code definitions in the database).
Clear trouble codes and turn off the MIL ("Check Engine" light)
Display current sensor data, including:
Engine RPM
Calculated Load Value
Coolant Temperature
Fuel System Status
Vehicle Speed
Short Term Fuel Trim
Long Term Fuel Trim
Intake Manifold Pressure
Timing Advance
Intake Air Temperature
Air Flow Rate
Absolute Throttle Position
Oxygen sensor voltages/associated short term fuel trims
Fuel System status
Fuel Pressure
Many others...

Features:
Data graphing and logging
Freeze Frame data
Continuous and Non-Continuous Oxygen Sensor test results

I have checked out autotap. They have a verion without enhanced parameters and one with enhanced parameters. The basic one is 200.00 and another 100.00 for the enhanced. Would getting the enhanced be worth it?

I would definitely choose the enhanced parameters version.

Or you can get an AutoXray 4000 scanner for about $160 these days. Code reader/clear and scanner with sensor monitor functions for any OBDII car to date. Hard to beat.

Ok.Now I need to pick up a cheap laptop. I was going to use my new one,but I don't want to just in case I was to drop it or something.I see that Auto tap doesn't require much to run it.

Recommend Pentium 233Mhz or better (or equivalent AMD processor)
Windows 98, ME, 2000 or XP
50 Meg of free hard drive space
32 Meg RAM (64 Meg RAM recommended)
CD-Rom Drive (Only used for installation)
USB Port

So I guess any old laptop off ebay would work?

There's a whole forum for the Elmscan Interface

http://www.scantool.net/

Also I've used www.obd2spy.com before as it allows one to check the readiness monitors.
I believe the older versions are still free to use.
