how can you lock the blms to use just one cell. i here people saying there locking the blms to cell 15. well how

I have it in my work laptop.

BTW, what the program does is lock BLM's to 128 in PE mode. Truly, the program is only viable while programming with a wideband.

Generally people talk about cell 15 because that is the cell most people tend to be in when they enable PE.
